UI Tracker is always shows App Manager (LogViewerActivity)

### Describe the bug

There is almost always activity on the App Manager in the UI Tracker when it shouldn't be.

### To Reproduce

1. Open Labs.
2. Run UI Tracker.
3. Allow accessibility features.
4. Replace app
5. Vuew bug

### Expected behavior

No bug

Start by reproducing the issue through Labs and UI Tracker with accessibility enabled, then inspect the attached log for why App Manager activity is reported. Trace the UI Tracker entry point and compare its activity output before and after replacing an app. Done means App Manager is not reported when it has no activity.
