### Describe the bug

There is almost always activity on the App Manager in the UI Tracker when it shouldn't be.

### To Reproduce

1. Open Labs.
2. Run UI Tracker.
3. Allow accessibility features.
4. Replace app
5. Vuew bug

### Expected behavior

No bug
