### Describe the bug

When you have multiple App Manager notifications collapsed together, the one for the active installation lists its status as "done".

If you think that means it's actually finished and swipe it away, I believe that actually cancels the installation. I believe I've put the system in a bad state where I can't install a particular app until I reboot that way. I'm leaving this as a side note instead of filing a separate bug because I don't feel like putting in the effort to make sure I can reliably reproduce that one right now.

### Expected behavior

The notification should set its progress to 99% instead of 100%, which I believe will make the collapsed notification say "99%" instead of "done".
