Description

The original tied-filtration-value crash (ValueError: The vertex X must be in the Reeb graph to add an edge between them., closed 2026-03-20) is fixed for genuine exact ties. However, a more general version of the same failure mode still reproduces on the current release (0.1.16), triggered not by exact ties but by two distinct filtration values that happen to be only 1 float64 ULP apart.

Repro notebook attached: issue3_valueerror_tied_heights.ipynb. It runs entirely against the unmodified installed package.
