Research direction
The issue names CovManager and modifying actions such as publishing or promoting reports and editing report configurations, but no files or tests. Start by locating CovManager's existing permission handling and these action entry points. Done means every explicitly data-modifying action is guarded by the additional permission and the relevant existing tests pass.
