Description

We currently track requirements in server/requirements.txt with pinned versions. To make local installation easier, we should create server/setup.py which tracks only the required packages for setting up a test server.

The package name would be something like "django-fuzzmanager". It would depend on Django, DRF, FuzzManager (the existing package containing FTB and Collector modules), etc., with version ranges rather than pinned versions.
