Description
In the signature edit view, we should only give the option to reassign crashes if the signature definition has changed. Setting flags like frequent/permanent (when supported) and editing title should not trigger reassignment.

Research direction
Start in the CrashManager signature edit view and trace how edits decide whether to offer crash reassignment. Verify the distinction between signature-definition changes and edits to frequent/permanent flags or the title; done means reassignment is offered only for the former, with relevant tests updated or added if present.
