Description
Make possible to free an unneeded name. If names are delegated to a limited time, freeing a name means stopping the current delegation. If names are delegated forever, freeing means removal of the delegation record from the database. In the last case this makes all signatures connected to this name invalid and the user must take this fact into account. But names that were delegated, but never used, may be freed without any consequences.

Research direction
No files, tests, or entry points are named in the issue. First map how name delegation and delegation records are represented, then define the freeing behavior for temporary and permanent delegations, including when connected signatures become invalid; done means both cases are supported with the stated consequences.
