当前DefaultMcpServer数据全部存储在内存里，在多实例的情况下，多个服务间增量变更的数据将无法直接共享，导致不同服务间的工具不一致。

可以抽象一层持久化Repo用于存放工具元数据，达到多实例共享的目的。
