基于最新main分支（commitID: 43d777612e95cc0c5956b76cf990475372163697）出包部署后，未配置模型时，创建应用失败。
期望的行为 / Expected Behavior
- 缺少模型的情况不应该异常，应该能够创建应用成功。
重现步骤 / Steps to Reproduce
- 进入应用开发页面
- 点击创建空白应用
- 输入应用信息后点击创建，这里将会异常
