国际化功能，和其他几个功能显示相反。按理来说显示中文，但是实际显示英文；按理来说显示英文，但是实际显示中文

- 国际化中英文显示正确
- 不生效的地方显示正确
重现步骤 / Steps to Reproduce
- 点击右上角的语言切换，此时语音显示和其他工程显示相反
- 创建应用，同时选择英文，此时分类还是显示中文
