Feature Request: More project-common build settings should at the project level

Description
Right now when we collect the values for OTHER_CFLAGS, they include values that will be the same for every target, mainly because the toolchain sets them. We should set these common values at the project level and only have per-target overrides on the targets. This will make the spec.json and resulting project file smaller.
