Description
There should global editor settings regarding the CLI port. First of all, there should be an enablement flag. By default, the remote CLI port should be disabled. Second, the port number, used for the server, should be configurable as well.
If the CLI port is disabled, the server should not be created.

Research direction
No file, test, or entry point is named. Start by locating the global editor settings and the code that creates the remote CLI server; verify how settings reach server startup. Done means the CLI is disabled by default, its port is configurable, and no server is created while disabled.
