Description

Create a maintenance page that can be used whenever one of the web applications is down for any reason.

This can be internal or via an external SaaS.
Activation and deactivation should be as quick and painless as possible.

Allowing teams to be able to easily activate/deactivate, i.e. not requiring a devops team member to assist, is preferred.
Allowing non-technical personnel to activate/deactivate would be a nice bonus.
