What is the error you have?
federated-credential.json and federated-credential-pr.json templates need to be updated for GitHub's Immutable subject claims for GitHub Actions OIDC tokens change.
On new repositories, the presented assertion subject contains numeric IDs, which need to be included in the template.
Alternatively, it can be done in the browser by following the instructions at Configure an app to trust an external identity provider#GitHub Actions.
