Repro steps

Ensure WebView2 is installed and the .NET SDK.

$ dotnet --version
10.0.401

$ dotnet --list-sdks
10.0.401 [C:\Program Files\dotnet\sdk]

Create a WPF project from scratch, then add the Microsoft.Web.WebView2 package reference.

dotnet new wpf -n Wv2cc
cd Wv2cc
dotnet add package Microsoft.Web.WebView2

Add xmlns:wv2="clr-namespace:Microsoft.Web.WebView2.Wpf;assembly=Microsoft.Web.WebView2.Wpf"
and <wv2:WebView2CompositionControl .../> to the MainWindow.xaml file.

<Window x:Class="Wv2cc.MainWindow"
        xmlns="http://schemas.microsoft.com/winfx/2006/xaml/presentation"
        xmlns:x="http://schemas.microsoft.com/winfx/2006/xaml"
        xmlns:d="http://schemas.microsoft.com/expression/blend/2008"
        xmlns:mc="http://schemas.openxmlformats.org/markup-compatibility/2006"
        xmlns:local="clr-namespace:Wv2cc"
        xmlns:wv2="clr-namespace:Microsoft.Web.WebView2.Wpf;assembly=Microsoft.Web.WebView2.Wpf"
        mc:Ignorable="d"
        Title="MainWindow" Height="450" Width="800">
    <Grid>
        <wv2:WebView2CompositionControl
            x:Name="MyWebView"
            Source="https://bing.com" />
    </Grid>
</Window>

Using Visual Studio Code, launch ".NET Core Launch (console)". Debug console logs the following error:

Research direction

Start with the MainWindow.xaml reproduction and the Microsoft.Web.WebView2 package reference, then run the listed dotnet commands and launch the WPF project. Determine why WebView2CompositionControl cannot load Microsoft.Windows.SDK.NET; done means the control starts without the FileNotFoundException.
