Description

What happened?

Summary. When Windows Search hosts WebView2 (SearchHost.exe, feature "SearchWebView2"), the WebView2 GPU process runs inside SearchHost's AppContainer plus the Chromium restricted-token sandbox. On an AMD integrated GPU, the first frame of the search panel takes 2–9 seconds to appear (up to 15 s right after boot). Debugger stacks show the GPU main thread inside IDXGISwapChain::Present, waiting on the AMD user-mode driver's shader compiler, which is waiting on Microsoft's Direct3D shader-cache library (D3DSCache.dll), which cannot open its cache file because the sandbox token denies the open, and which retries the denied open with sleeps (D3DSCache!winRetryIoerr, SQLite's Windows VFS) before giving up. Every other compiler thread queues behind it on the cache mutex. Nothing is drawn until the retries give up.

Software rendering (HardwareAccelerationModeEnabled=0) makes the first paint 0.3 s. Disabling the SearchWebView2 feature (native XAML panel) is also fast. The Edge browser's GPU process on the same driver and the same cache library finishes its shader-cache access in 8 ms: its attribute probe is allowed, its read/write open is refused (Low integrity against the file's Medium label), and the library falls back to read-only without retrying (Evidence 4). The SearchHost-hosted GPU process is refused even the attribute probe, and that is the refusal SQLite retries. Clearing or moving the cache does not help: the probe is refused regardless of content.

The retry behaviour is a known SQLite bug, fixed upstream in SQLite 3.50.0 (May 2025). D3DSCache.dll statically links SQLite 3.46.0 (May 2024) in every build shipped since the SQLite-based cache was introduced by KB5065789 (September 2025), while Windows' own winsqlite3.dll is already 3.51.1 (Evidence 5).

Evidence 1: Process Monitor. The GPU process (msedgewebview2.exe --type=gpu-process --webview-exe-name=SearchHost.exe, Low integrity) performs CreateFile on

and gets ACCESS DENIED 159 times in the 5 seconds the panel is blank, at 18–32 opens per second:

The same process successfully reads and locks the -wal and -shm files of that cache on handles it opened earlier, i.e. before the sandbox token was lowered. The cache's writer connection therefore works; only the per-thread reader connections that the cache library opens lazily during shader compilation fail. The process is also denied a directory listing of C:\ (8 times), consistent with an AppContainer token.

Evidence 3: why the ACL cannot match. The GPU process token (inspected with GetTokenInformation on a live WebView2 GPU process of the same runtime) is a Chromium restricted token: the user's own SID is deny-only, the enabled groups are Everyone, Users and INTERACTIVE, the restricting SIDs are Users, Everyone, RESTRICTED and the logon SID, integrity is Low, and the only privilege left is SeChangeNotifyPrivilege. The cache directory (the package's AC folder) is ACLed to the package SID, SYSTEM, Administrators and the user only. No ACE matches an enabled group or a restricting SID, so the first pass of the access check fails before the package SID is considered. Because the GPU process inherits LOCALAPPDATA from the AppContainer host, D3DSCache.dll places the cache in the host package's AC folder rather than the user's %LOCALAPPDATA%\D3DSCache; both locations are unreachable from the sandbox anyway.

Evidence 4: control capture with the Edge browser. Process Monitor trace of a freshly launched Edge 152.0.4191.53 with a temporary profile, same machine and driver. Its GPU process (msedge.exe --type=gpu-process) touches %LOCALAPPDATA%\D3DSCache\<app-hash>\52264C4C-...dxcache for 8 ms in total:

No retry loop, no sleeps. The library ran read-only and the first Edge window appeared normally. So the cache library already has a fast degraded path when it cannot write; the stall only appears when the attribute probe itself is refused, which is what happens to the GPU process under the AppContainer host. (Those Edge opens most likely happen before the sandbox lowers the token, during driver initialisation; under the lockdown token the ACL would refuse reads as well.)

Evidence 5: the cache library's SQLite is two years old and the retry bug is fixed upstream.

  • C:\Windows\System32\D3DSCache.dll 10.0.26100.8117 contains the SQLite version string 3.46.0 and source id 2024-05-23. It statically links its own SQLite; it does not use C:\Windows\System32\winsqlite3.dll, which on the same machine is 3.51.1 (source id 2025-11-28).
  • In SQLite 3.46.0's Windows VFS (os_win.c, winOpen), when CreateFile fails the code calls winAccess inside the open retry loop, and winAccess has its own retry loop: ten attempts with sleeps of 25 ms × n. Nested, that is up to roughly 15 s per open when the attribute probe itself is refused. When the probe succeeds (file readable) the loop breaks immediately and falls back to read-only, which is the Edge case in Evidence 4. The stack in this report (winOpenwinAccesswinRetryIoerrSleepEx) is exactly this nesting.
  • SQLite fixed it on 2025-03-26 after a forum report titled "Windows: opening an unaccessible database may take an excessive amount of time" (https://sqlite.org/forum/info/d2326687662430c198a6e6b654672f9f948508d54465670f26d32d7860b3125e). Merge comment: "Reduce the delay caused by anti-virus retries in Windows when attempting to open a database file with insufficient permission" (https://sqlite.org/src/timeline?r=winopen-retry). The fix passes a NORETRY flag to winAccess from winOpen. It shipped in SQLite 3.50.0 (2025-05-29); 3.49.2 does not contain it. I verified by diffing os_win.c of 3.46.0, 3.49.2 and 3.50.0.
  • Regression window, from the Windows Binaries Index (https://winbindex.m417z.com/?file=d3dscache.dll) and the binaries on Microsoft's symbol server: every D3DSCache.dll up to 10.0.26100.5074 (KB5064081, August 2025) is a ~130–200 KB library with no embedded SQLite. Starting with 10.0.26100.6725 (KB5065789, 2025-09-29, and the October 2025 cumulative KB5066835) the library is ~950 KB and embeds SQLite 3.46.0. Every later build, including 26100.9278 (August 2026) and the 26H1 Insider line 28000.1251–28000.2336, still embeds 3.46.0. So before September 2025 a refused cache open failed fast; since then it stalls.

Why not every AMD machine shows it. Machines where SearchHost's WebView2 ends up running outside an AppContainer (see Microsoft Q&A 5680289) do not hit this, because there the cache open succeeds. Software rendering avoids it because the AMD user-mode driver is not loaded. Intel drivers had the same class of problem with the Chromium GPU sandbox in the past (see references), fixed by a driver update plus a Chromium-side carve-out; there is no equivalent entry for AMD on Windows in Chromium's gpu_driver_bug_list.json.

Proposed fixes, in order of preference

  1. Broker the Direct3D shader-cache location through the GPU sandbox policy (file rule for %LOCALAPPDATA%\D3DSCache and, for AppContainer hosts, Packages\<host>\AC\*.dxcache*), the same mechanism Chromium uses for other files the GPU process legitimately needs. This makes the driver's cache opens succeed without weakening the token.
  2. Alternatively, grant the sandbox SID access to the cache location at process launch (the helper Chromium already uses for its own LPAC GPU cache directory).
  3. Internally, for the DirectX shader-cache owners: rebuild D3DSCache.dll against SQLite 3.50.0 or newer, or backport SQLite check-in d25c8a6222 (the NORETRY change to winOpen/winAccess), or link the OS's own winsqlite3.dll (already 3.51.1). This turns the seconds-long stall into a fast miss for every sandboxed host and every driver, independent of fix 1, and without weakening any sandbox. The library already has a fast degraded path when it cannot write (Evidence 4); after the SQLite fix, "cannot read" behaves the same way. Please forward.

Workarounds users currently rely on

  • HKLM\SOFTWARE\Policies\Microsoft\Edge\WebView2\HardwareAccelerationModeEnabled = 0 (DWORD). Works (0.3 s first paint) but forces software rendering on every WebView2 app on the machine (Teams, new Outlook, Widgets). Per-app AdditionalBrowserArguments for SearchHost.exe is ignored by the packaged search app.
  • Disabling feature 37926450 (SearchWebView2) with ViVeTool, which restores the native search panel and drops Store results.

Repro steps

Hardware needed: an AMD GPU with the AMD user-mode driver in use (tested on Renoir integrated graphics, Adrenalin 26.5.2). Windows Search must be using the WebView2 panel (feature SearchWebView2 enabled, the default).

  1. Make sure no HardwareAccelerationModeEnabled policy exists under HKLM\SOFTWARE\Policies\Microsoft\Edge\WebView2.
  2. Sign in, or force a cold start: Stop-Process -Name SearchHost -Force in PowerShell and wait 3 s for Explorer to relaunch it.
  3. Click the taskbar search box.

Expected: the panel paints within a few hundred milliseconds (as with software rendering, the native panel, or the Edge browser on the same driver).

Actual: blank panel for 2–9 s (15 s after boot). Process Monitor shows the GPU process looping on denied CreateFile calls to the .dxcache file in the host package's AC folder for the whole duration. Re-opening the panel while SearchHost stays alive is instant.

Edge's GPU process on the same driver completes its shader-cache access in 8 ms: attribute probe allowed, read/write open refused by integrity level, read-only fallback, no retry loop (Evidence 4).

Not a WebView2 Runtime regression. On the Windows side it is one: the SQLite-based D3DSCache.dll with the nested retry arrived with KB5065789 (2025-09-29) / KB5066835 (2025-10-14); earlier builds of the library had no SQLite and failed fast on a refused open (Evidence 5). On this machine the stall was noticed in August 2026 and briefly disappeared after a driver reinstall reset the shader caches.
