System menu doesn't open when "Alt + Space" is pressed if user clicks on the WebView2 control.

Repro Steps
- Launch WebView2WinFormBrowser from the sample apps
- Press
Alt + Space, system menu shows up. - Click on anything on the webview2 control
- Press
Alt + Space, system menu DOES NOT show up.
