Description

When downloading and running the latest WebView installer, the installer never seems to want to update to the latest version if not already installed, when not running in Administrator mode.

When running the installer in user mode I always get:

If I run that same installer in as Administrator, the install proceeds and updates. In fact, the admin install seems to be overeager to always re-download and reinstall, even if the same version is already installed.

Expected:

Both user mode and admin mode should essentially do the same thing. Why the difference in behavior?

Related: The Admin installer should be smart enough not to re-download and re-install a runtime that is already installed, or at least not without a prompt (ie. Fix installation or re-install).

My use case is that I launch the installer off my own installer and it runs for a minute or more every time even if I run the same setup twice in a row. On the second launch I would expect the installer to fire up see that the latest runtime is already installed and exit.

I've never been able to run the installer in user mode and actually have had it update - even if there's a problem and I need to force a reinstall. When I download from the MS site most users will just click the file to run and 99% of the time it won't do anything even though there is a newer runtime.
