Is it possible to enable the option to "Ask me what to do with each download"?

Hi,
I can't find any way of enabling the option to "Ask me what to do with each download", as seen in the Edge settings page:
I have enabled the "open Office files in the browser" option by passing a flag to the environment options, is there a flag to enable this feature too?
Is this option supported?
