The CefSharp provided developer friendly Runtime bundled into NuGet package.
Developer do not worried about how to let user install runtime.
The Publish build will auto package the right Runtime into the output directory.

Developer only need to upgrade the version number, and do Nuget Package upgrade, it will finish the other dirty work for us.
