Description
I tried to file two issues, and that proposal is seemingly lacking an issue template that auto-applies the "AtSheet" label. There is a similar "DeclarativeShadowDOMStyleSharing" label that I'm guessing was the predecessor proposal, and there is a template for that.

Research direction
Compare the existing DeclarativeShadowDOMStyleSharing issue template with the templates used for proposal issues. Add the missing @sheet template so it applies the AtSheet label, then verify that filing an issue through it produces the expected label.
