[Ratings & Reviews Prompt] Privacy: a user-unique manifest URL gets transferred to the review site.

Description
If an app assigns each user a unique manifest URL, then the process in https://github.com/MicrosoftEdge/MSEdgeExplainers/blob/main/RatingsAndReviewsPrompt/explainer.md#the-handoff-to-a-catalog for passing the PWA's ID to the review site winds up also passing a user ID. That's not a best practice and would probably hurt the site in the reviews themselves, but a cooperating review site would get tracking data.
