Description

Generate a project using the starter and open it. The layout of the folder looks like this:

There are two maven projects inside. But none could be loaded by vscode-java successfully.

It could be a vscode-java problem since the project could be loaded if I open `service-a` folder directly.

Would you like to work with redhat-developer/vscode-java to get this fixed?

Research direction

Reproduce the issue by generating a project with the starter and opening the generated root in VS Code with vscode-java. Compare that behavior with opening the service-a folder directly, then review the generated Maven project layout and the vscode-java integration. Done means both Maven projects load successfully from the generated project root.
