Applying for developer mode for cyberdog2

Description
I want to apply for developer mode in the application. It requires a phone number and ID number. However, the application does not accept my Iranian phone number (which I use in my Mi account) or Mi account ID. Can you please provide me with information that helps me out here? What exactly is this ID number?
