Description
Question pages show various dates, such as the Open date, Close date, etc., but there is not way for a user to see the exact time a question closes.
Let's show the times for all dates presented on a question page when mouseovering them.

Research direction
Start at the question page date displays, including the Open and Close dates, and inspect how their current labels are rendered. Add a mouseover presentation for the exact time on every date shown there, then verify that all question-page dates expose their times without changing the visible date labels.
