Description

user mmmeta requests:

Can we get a "Predicted" filter for the Comments Feed (showing only comments on questions that I have a prediction on)? That would greatly improve its usefulness by increasing the signal-to-noise ratio.
And maybe filtering by tournament would be nice, too.

Research direction

Start by locating the Comments Feed and reading its existing filter controls and data-loading path. Trace how question predictions and tournaments are represented there before deciding where the two filters belong. Done means the feed can filter comments by questions with the user's predictions and by tournament, with both filters working together and covered by the relevant tests.
