Hide Spot Scoring Time on questions that do not use it

Context

Questions that apparently do not use the Spot Scoring Time mechanism nonetheless display a Spot Scoring Time. This is confusing.

Idk why it's there but it does not matter. Spot scoring is reversed for a very select few tournaments (ACX every year and then 1-2/year)

questions have spot scoring times when the CP is revealed, but this are used only for calculating scores in spot scoring tournaments, such as ACX. If the tournament doesn't say this explicitly and clearly, then it doesn't matter.

Display the Spot Scoring Time only on questions that make use of the mechanism.

Start by locating the question UI code that renders Spot Scoring Time and trace how the question or tournament data indicates whether the mechanism is used. Reproduce the linked question, then verify that Spot Scoring Time remains visible where applicable and is hidden for questions that do not use it.
