[Workshop] Cursor flickers between windows mouse and Terraria mouse

Bug: 1.4.3 cursor flickers between windows mouse and terraria mouse sometimes. This time it got fixed when I went into workshop settings menu. I'll try this again next time it happens.

My mouse is over the telegraph for his dash but I'm not sure if that's what caused it or if it's just a coincidence. Start by reviewing the linked footage, especially the occurrence at 1:36, and note the reported recovery through the Workshop settings menu. Investigate the cursor behavior around Terraria gameplay and Workshop settings; done means the Windows and Terraria cursors no longer flicker under the reported conditions.
