Description
Currently if there is an error on the phishing warning page itself, an error is shown in the dev console but nothing is shown on screen. If the user clicks the "continue at your own risk" link, it will not work correctly.
We should somehow update the page to display this error to the user, so that they know the page is broken and that the continue link will not work.
