Display errors on page

Currently if there is an error on the phishing warning page itself, an error is shown in the dev console but nothing is shown on screen. If the user clicks the "continue at your own risk" link, it will not work correctly.

We should somehow update the page to display this error to the user, so that they know the page is broken and that the continue link will not work.

Start by locating the phishing warning page and reproduce an error on the page itself, checking the dev console and the behavior of the "continue at your own risk" link. Done means the page displays the error to the user and makes clear that the continue link will not work.
