Update ESLint configuration and packages

This project is using outdated versions of our ESLint config packages (7.x instead of 8.x), and the ESLint config file itself does not include. We should update the packages as well as the config file.

Locate the package manifest and the ESLint configuration file, then inspect the current config package versions and the incomplete config requirement in the issue. Update the packages to the 8.x versions and complete the requested configuration change; done means the project uses the updated packages and the ESLint configuration is complete.
