[Bug]: Permissions - Manage connections page doesn't show current permissions after connecting to a dapp

Manage connections page doesn't update after connecting to a dapp. The page is always blank

### Expected behavior

We should display the permissions for dapps

### Steps to reproduce

1. Go to a dapp ie https://metamask.github.io/test-dapp/
2. Connect
3. Go to MM Home
4. Click Menu
5. Click Permissions
6. See page is empty

Reproduce the issue on Android using the linked test dapp, then inspect the Manage connections or Permissions page and the connection state it reads after connecting. Done means the page displays the current permissions for connected dapps instead of remaining blank.
