[Bug]: Earn inconsistency on asset detail page where some tokens show convert and lending ctas and some do not

### Describe the bug

When clicking into a token asset detail page of a supported lending and covertable token, for certain tokens I am seeing both cta types and others I am only seeing the convert cta type. I believe we should be displaying both unless the user has a balance too low to convert, then we should show only the lending ctas.

### Expected behavior

I expect the assret detail page ctas for lending and convert to be consistent

go to asset detail page for a token that is convertible and lendable
check all supported lending and convert tokens on supported networks and find the inconsistency
so far it has been verified that Tether on Linea is not displaying the lending ctas when it should be
