[Bug]: Smart Account EIP7702 Upgrade - MetaMask stays loading indefinitely when trying to upgrade an account and have a pending tx

**Describe the bug**

When I try to upgrade my Account to Smart Account on a network, if I click more than one and try to confirm more than one transaction, MetaMask stays loading indefinetly.
I have to completely close the application and re-open it again to make it work back again

**Steps to reproduce**

1. Click Account details
2. Click Smart Account
3. Click on a network switch to upgrade that account on that particular network
4. Confirm
5. Click again on the network switch
6. Confirm
7. See MM stays loading

Reproduce on a Pixel 6 running Android with version 7.60.0 by repeating the Smart Account network upgrade and confirmation steps; trace the pending-transaction flow involved in the second confirmation. Done means repeated upgrades no longer leave MetaMask loading indefinitely or require restarting the application.
