[Bug]: Upgrade to smart account failed

**Describe the bug**

The upgrade to smart account for Polygon Arbitrum and BNB failed.

Activity displays failed tx.

Somehow smart account seems enabled afterwards for BNB and Polygon, not for Arbitrum

**Expected behavior**

smart account upgrade to be successful

1. Go to Account three dots menu
2. Click Smart account
3. Enable smart account for Polygon, Arbitrum on BNB chain
4. Notice it fails
