[Bug]: Transaction complete toast slow and duplicated

**Describe the bug**

The toast for Transaction Complete only pops up 2s after completion and sometimes twice. On high throughput network we want to total tx experience from send/confirmation to be fast so we should pop the toast up quickly.

**Expected behavior**

Toast should only appear once and as soon as the transaction is confirmed
