Insufficient funds alert in mobile send flow needs improvements

### What is this about?

As a user, if I'm trying to send a certain amount of $ and I enter a value higher than my account, I would find a more detailed notice more helpful. Currently the screen just reads "Insufficient funds. Buy more". I would find it more helpful as a user to:
1. Be informed of the options to buy more tokens OR transfer from another account
2. If a user has multiple accounts in their wallet, perhaps we could suggest using an account with the value needed
3. Improve the copy overall on this screen. Insufficent funds sounds hopeless, not actionable, and bleak, when really there are many reasons for this to occur.
4. Current design is huge for what is inside
