MetaMask Send Function does not save form data

**Describe the bug**
User starts a send, enters in data. Then interacts with the website displayed. MetaMask extension closes, losing the data entered. Have to click send and start over again.

**Expected behavior**
User should be able to click on the website, copy an address, and or exact amount of eth or tokens, and then click the extension again, and finish the already started send.

No files or tests are named. Start by reproducing the send flow described in the issue on MetaMask v5.2.2: enter send data, interact with the displayed website, close and reopen the extension, and inspect whether the form state remains. Done means the entered address, amount, and token data are still available so the user can finish the send.
