Allow access to settings when logged out

I should be possible to access "Info & Help" (ie. to check the current installed version) even when not logged in.

I will likely also make sense to allow access to certain settings (ie. "language") also while not logged in.

Start by tracing the logged-out access path for the “Info & Help” screen and the settings entry point. Clarify which settings, including language, should be available without login, then verify that the approved screens can be opened while logged out and that the remaining settings stay restricted.
