[Bug]: Basic Functionality - Possible to enable NFT auto-detection with BF off using the banner

### Describe the bug

NFT autodetection was removed from Settings under BFT, but the NFTs tab can still enable it and fetch NFTs while Basic Functionality is off.

### Expected behavior

That Banner should point to BF instead?

1. Disable BF
2. Click NFT
3. CLick Enable NFT auto detect banner
4. See this is enabled, but BF continues disabled

Start in the NFTs tab by reproducing the listed flow with Basic Functionality disabled, then trace the NFT auto-detection banner and its relationship to the Basic Functionality setting. Done means the banner no longer enables NFT auto-detection while Basic Functionality is off and instead directs the user to Basic Functionality.
