[Bug]: If Basic functionality is turned off and Arc nertwork is added, then turning it on again seems not responding

If Basic functionality is turned off and Arc nertwork is added, then the toggle to turn it on again does not seem to work and it lasts a few seconds until it's turned on again

### Expected behavior

Basic Functionality toggle to work

### Steps to reproduce

1. Go to Privacy Settings
2. Turn OFF Basic functionality
3. Go to Networks
4. Add Arc network
5. Repeat steps 1 and 2
6. Notice the toggle does not work
