[Bug]: Initialization - Error `Attempted to synchronize recursively in same direction: Source->Petnames`

**Describe the bug**
After importing the Extension for the first time and finishing onboarding I see this error in the console `Attempted to synchronize recursively in same direction: Source->Petnames`

**Expected behavior**

No errors

2. Onboard
3. See errors

Reproduce the issue by importing the extension for the first time, completing onboarding in Chrome on macOS, and observing the console error in version 13.47.0. Trace the `Source->Petnames` recursive synchronization path; done means onboarding completes without this console error.
