[Bug]: Ledger: No error message displayed when Ethereum app is closed during send or swap

### Describe the bug

During a send or swap transaction using Ledger, if the Ethereum app is closed, there is no modal displayed informing that it is closed and should be open

### Expected behavior

Modal informing Ethereum app is closed should be displayed when clicking Connect Ledger

### Steps to reproduce

1. Connect Ledger device to MetaMask
2. Have Ledger device open and unlocked
3. Quit the Ethereum App
4. Start send or swap
5. Click Connect Ledger button
6. Notice nothing happens, no modal displayed that Ethereum app is closed
