[Bug]: In-App Notification - Transaction banner is overlayed when going to transaction details

### Describe the bug

Whenever I cancel a transaction, I see the Cancel transaction banner. If I click the transaction I see that the banner remains at the background of the page, resulting cut

### Expected behavior

Banner should remain in front?

### Steps to reproduce

1. Start a transaction
2. Set minimal fees
3. Confirm
4. Now click Cancel -- See Cancel transaction failed
5. Confirm
6. Click the tx to go to the details page
7. See overlayed notification at the bottom

Reproduce the flow in Chrome on macOS using version 13.37.0: cancel a transaction, confirm the failed cancellation, then open its details. Trace the in-app notification and transaction-details entry points to determine why the banner is behind the page. Done when the cancellation notification has the intended foreground behavior on the details page and the regression is covered by a test.
