[Bug]: Lock/Unlock - Locking the wallet leaves unapproved number (blue badge) in the MM icon

### Describe the bug

Whenever I lock the wallet with Biometrics enabled, even if I lock it manually or auto-lock, the 'pending approval' number appears in the MM icon.

### Expected behavior

We shouldn't see pending approvals when we lock the wallet

3. See unapproved number in MM icon
4. Unlock
5. See approvals cleared
6. Lock again
7. See more unapproved number in MM icon
8. Unlock
9. See approvals cleared

Reproduce the issue in the MetaMask extension on Chrome and macOS with biometrics enabled, following the lock, unlock, and relock steps in the report. Trace the lock/unlock flow and pending-approval badge behavior; done means locking the wallet no longer shows an unapproved number while unlocking still clears approvals.
