[Bug]: Notifications displayed when setting is turned off

### Describe the bug

After importing SRP, there are 2 pending notifications, but when clicking on the icon, it seems Notifications is turned off.

Previously Notifications was turned on by default.

Now it seems they are turned off.

### Expected behavior

If Notifications are turned off by default, there should be no notifications displayed.

### Steps to reproduce

1. Import SRP
2. Click on hamburger menu in the upper right corner
3. Notice there are two notifications pending
4. Click on Notifications
5. Notice the feature is turned off

Reproduce the issue in MetaMask extension version 13.14.0 using the listed import and notification-menu steps. Start at the Notifications setting and the pending-notification display reached from the upper-right hamburger menu. Done means the UI does not display pending notifications when Notifications is turned off, while preserving the expected behavior when enabled.
