The browser shouldn't crash

Research direction

Reproduce the crash on macOS with Chrome 13.14.0 using the listed two-tab and Service Worker developer-tools steps, then inspect the browser and extension crash output; no log or source file is named in the issue. Done means clicking Try Again with developer tools open no longer crashes Chrome, while the closed-tools case remains unaffected.
