[Bug]: Shield - Too much friction for non-covered transactions, at the level of Malicious transactions

Description

**Describe the bug**

Whenever I perform a transaction which is not covered by Shield, I get too much friction for performing that transaction.
The UX seems a little bit too extreme: note that we get now the same friction for a Malicious transaction, than for a non-covered Shield transaction. I don't think those expose the same risk, and this de-incentivize users to perform benign transactions.

Ie. In this vid I was performing a tx on a well know DeFi project (Balancer)

**Steps to reproduce**

1. Sign up for Shield
2. Go to balancer
3. Try to add liquidity to a pool
4. See friction is at the level of a malicious transaction
