[Bug]: Metamask randomly delays for long periods with devtools and normandy disabled on firefox

### Describe the bug

firefox esr 140.5.0
open about:config and set everything with devtools.* and app.normandy.* to false
metamask will perform some transactions normally but then will appear to stop functioning with attempted tx only showing after delays of several minutes, sometimes showing the "loading is taking longer than usual" message

unloading/reloading metamask or restarting browser will on sometimes have error message but this has not persisted for me so far beyond 2 reloads and there has been no need to reinstall metamask but the error scenario occurs again after some interminable period of usage

specifically I have noticed this if remix.ethereum.org is used alongside any exchange site in two different tabs
