As a user, our error of "This transaction is likely to fail" in the confirmation dialog is not useful

**What is this about?**

When users are met with this error, it does not provide a good "escape hatch". It is generic but can be triggered for a variety of reasons. Therefore, user's don't have a clear way of dealing with the problem. The only option identified was to sit and wait
