`The Snaps platform requires basic functionality to be used. Enable basic functionality in the settings to use the Snaps platform.` error thrown every 5-10seconds wihen Basic Functionality is Off.

**Expected behavior**

We shouldn't be throwing this error infinitely every some seconds, if I disable the Basic functionality.

**Steps to reproduce**

1. Go to Security Settings
2. Toggle Basic Functionality Off
3. Open UI console
4. Check errors keep appearing after some seconds

Reproduce the issue from Security Settings by turning Basic Functionality off, opening the UI console, and observing the Snaps platform errors over several seconds. Trace the periodic source of the error from the Snaps platform and settings behavior. Done means disabling Basic Functionality no longer produces the error repeatedly.
